William "Bootsy" Collins was already a veteran of James Brown's band when he hooked up with George Clinton's Parliafunkadelicment thang in the early '70s. His outsize personality and preternatural good nature made him an obvious choice when Clinton came up with the idea of reaching for the preteen audience ("geepies") with a comic-book-style character; thus was born Bootsy's Rubber Band.
