U can use FSNviewer for size reducing - its not a photoshop ofcourse, but its free and looks better than Acdsee. ;p

Undercover XP all the way, has loads of different cases to offer, very easy to setup due to a nicely laid out drop-down menu. Also adds cut lines (if you need them) Best I've seem so far, and most of all FREE to download and use.
